I don't know about the itching but the pulling off, my baby does that too. When she is doing that, I think she is too agitated to nurse and just needs to sleep. So I bounce her with white noise, in dark if possible. Or sometimes it's a sign of gas or needing to eliminate.

When I hear itching, I always think that toxins are coming through the skin, which is normal and good, but to help that along you could help your baby rinse off, sweat, get fresh air, drink more fluids (obviously that is tricky if they won't nurse) and keep watching your own diet. Maybe your baby is sensitive to something other than a common allergen - is your baby's poo foamy? If it has bubbles in it, or if your baby has gas, that is a sure sign of food intolerance. If so, start a food journal.
