Hey,
What u mentioned is called a sheesha pipe and its not a bong though it works to the same effect. It's orginally a middle eastern creation and people do it for relaxing. The best thing about it is, u can buy specially flavoured stuf...like peach flavooured, mixed fruit, and even cappucino!
and when u smoke it, u dont even feel it..it feels like u r sucking in flavoured air..it feels nothing like smoking.
Some people use it to smoke marijuana too...as u cant really feel the harshness of the mixture...
i have lotsa friends who really enjoy sitting around n smoking the sheesha pipe Sudheesh
