Both the FDA regulation covering foods and cosmetics and the USDA
regulation covering meat and meat products augment the preventive measures
already in place to reduce or eliminate the threat of BSE in the U.S. and
in the U.S. food supply. These measures include FDA's 1997 regulation that
prohibits, with some exceptions, the use of protein derived from mammalian
tissues in feed for cattle and other ruminant animals. This is the basis of
FDA's efforts to prevent the spread of BSE in U.S. cattle. The import
controls imposed by FDA and APHIS in USDA are other preventive measures.
