Former Victorian government minister Marie Tehan died from
Creutzfeldt-Jakob disease (CJD), the same rare disease that killed her
sister 20 years ago, mourners at her state funeral were told.

Mrs Tehan, a former health and conservation minister in Jeff Kennett's
Liberal government, died early on Monday at her home near Nagambie in
central Victoria, after a short battle with the disease. She was 64.

In his eulogy at the funeral, held at St Malachy's Catholic Church in
Nagambie near her home, her brother Paddy O'Brien spoke of his sister's
bravery in the face of her family's double tragedy.

"It's a one in a million disease," Mr O'Brien said.

"The chances of two sisters getting it is one in a billion."

Towards the end of her battle, Mrs Tehan needed help with the most basic
of tasks, but her husband Jim and six children were always on hand to
provide care, Mr O'Brien said.

"It's not meant to be like this," Mr O'Brien said.

"This matriarch of this family is meant to be fussing, bossing, loving,
and advising her children and grand-children until she is 84 and then
she'll die, as a grandmother she will die.

"But this human rock of Gibraltar is dying - serenely, calmly, slowly,
quietly, before our eyes.

"Marie, (brother) Dennis and I lost our sister Helen 20 years ago not
knowing what was wrong, not being able to help.

"Twenty years down the track Dennis and I lost our sister Marie knowing
a little about these things but not able to help. It is no easier."

Hundreds attended the funeral, including Premier Steve Bracks, Governor
John Landy, Deputy Premier John Thwaites, former premier Joan Kirner,
Opposition Leader Robert Doyle, and many of Mrs Tehan's former cabinet
colleagues.

Former Premier Jeff Kennett is overseas.

Mrs Tehan's coffin was draped with white lilies.

Outside the small brick church, mourners crammed into two white marquees.

Mrs Tehan's widower, Jim, said she achieved much in her 64 years
including a thriving legal practice, a successful political career, and
in recent years worked with refugees and the under-privileged.

She introduced casemix funding to Victorian hospitals, a model now used
in all states, and oversaw the introduction of the privatised Intergraph
communications unit for Victoria's ambulance service, Mr Tehan said.

The subsequent royal commission into the ambulance service called by the
Labor government in 1999 cleared her of any wrongdoing, he said.

"The commissioner said in the course of his findings that Marie Tehan
was a person of integrity and a politician who told the truth," he said.

Mrs Tehan loved her family life and spent much of her time prior to her
death with her children and her grandchildren close by, her widower said.

"Marie was first and foremost a loving wife and mother and an adoring
grandmother," he said.

"Sadly the twilight years of our marriage were cut short but the 41
years together enriched and developed both our lives, goodbye my friend."

Mrs Tehan was a Liberal MP from 1987 to 1999, spending her first five
years in the Legislative Council and the final seven in the Legislative
Assembly.

She served as health minister and minister for conservation and land
management under former premier Jeff Kennett.

Earlier this year, Mrs Tehan was appointed to the Goulburn Murray Water
Authority Board.

Family and friends left the funeral for a private burial at the Nagambie
cemetery.

A spokesman for the Victorian Department of Human Services said genetic
CJD was extremely rare and was inherited from previous generations.

He said Mrs Tehan's death had no connection to a recent CJD scare in
Victorian hospitals after a man who had brain surgery later died of CJD.

The department and hospitals were forced to contact 1,056 patients with
the news that they had undergone surgery with potentially contaminated
instruments.
