NIH may impose moratorium on drug consulting


Proposed 1-year ban would cover 5,000 researchers

WASHINGTON - Some 5,000 scientists at the National Institutes of Health
may be banned from doing any consulting work with drug companies for at
least a year, the latest fallout from a conflict-of-interest scandal.


In a surprise move, the government's premier research agency announced
the proposed moratorium in a staff memo Friday. It still must be
approved by top Bush administration officials before taking effect.

The issue doesn't affect scientists' official duties in turning basic
research into health treatments, duties that often involve some work
with industry.

Instead, it has to do with a fraction of NIH scientists — about 120 by
one count — apparently arranging secret consulting deals with industry.

NIH still is investigating how often federal ethics regulations
regarding conflicts of interest were violated. It already has tightened
restrictions on such collaborations, including banning any outside
consulting by top NIH officials.

During that investigation, "we have identified vulnerabilities in our
system that give us pause," NIH deputy director Raynard Kington wrote to
employees. He gave no details, but said in an interview that the
moratorium, if granted, would apply to all NIH scientists.
