The numbers you quote for BSE tests done in Europe are actually the numbers of adult cattle in each country, not the number of BSE tests done by that country. See page 11 of the "Report on the Monitoring and Testing of Ruminants for the Presence of Transmissible Spongiform Encephalopathy (TSE) in 2002" from the European Commission.
