BSE Epizootic Situation in the Russian Federation

To assess epidemic situation on bovine spongiform encephalopathy (BSE) specific
diagnostic laboratory was established in the FGI “All-Russian Research Institute for
Animal Health” in 1997 where diagnostic testings for the disease using
histopathological method were started.

During the first years the most part of samples were submitted from various parts of
Russia within the programme on passive monitoring. About 500 bovine brain samples
were tested annually.

BSE neuropathological signs are very similar to the signs of many diseases including
rabies. Since rabies has been registered in some Russian animal farming areas “solidphase”
method for the rabies virus detection in formalin-fixed brain tissues was
developed for the differential diagnosis of rabies and BSE in the laboratory.
Synthetic polypeptides - fragments of bovine prion protein and antibodies against
them that have sufficient activity and specificity for the PrPBSE detection
with immunohistochemical method are prepared. This method is used for the
diagnosis confirmation when the result of brain sample test is inconclusive.
According to the OIE recommendations, the programme of active BSE monitoring was
started in 2003. It covered mainly the cattle of risk groups: showing the signs of
neuropathology, emergency slaughtered, died or imported from BSE-affected
European countries.

Since 2004 ELISA on the basis of TeSeE kits (BIO-RAD Co.) has been used in the
laboratory for the diagnostic tests of brain samples from cattle imported from BSEaffected
countries. From the beginning of the study till December 31, 2006 3,620 bovine brain
samples from 72 Subjects of the Russian Federation were tested. In 2006 550 brain
samples were tested, 429 of them were obtained from the cattle of risk groups. In
the first quarter of 2007 417 brain samples were tested; all of them were obtained
from the cattle of risk groups. No signs typical for BSE (vacuoles or PrPBSE) were
detected in the samples tested.

The main cultivation areas; wheat - the Volga Region, Northern Caucasus, the Western Siberia, the Urals, and the Central Chernozem Area; flax – the Central District and Northwest; sunflower – Northern Caucasus, the Volga Region and the Central Chernozem Area; beet flower – the Central Chernozem Area and Northern Caucasus.

In 2006 the subsidiary small holdings amounted to 45.9% of cattle stock, 43.8 % of pigs, 50.8% of sheep and goats.
