In post-war San Diego, where the civilian populace and sailors were usually at odds (e.g., "No Dogs or Sailors Allowed" signs in some businesses)the Navy was paid in cash twice a month. To make the merchants aware of the beneficial and substantial economic impact of the Navy's presence there, the $2 bill was the primary currency sailors received in the pay line. (I suspect some of those $2 bills might even have been used to transact the same form of business as on River Street in Moosejaw).
