Subject:	Non-Leveling Varnish

Hello, does anyone know of a clear, non-leveling varnish (or like product) that can be hand painted (by brush) over waterbased photo inks? I'd like it to be UV protective, archival safe, and non yellowing. The goal is for the brush strokes to remain in the dried product. I'd appreciate any suggests.
