Subject: itchy, blistery, tiny bumps on lip

I've seen the bumps before but they never affected me to the extent of how it feels now. My lips were getting a bit itchy so I thought to apply Blistex to prevent cold sores from breaking out. Instead, the whole upper lip and the bottom of the lower lip felt all tingly and numb. Checking the mirror, I saw a patch of discolouration with a few visible bumps. They're not white (practically the colour of my lips but darker); I've seen some of these posts referring to sebaceous oil glands -- I'm just not sure if it's the same since I feel as if my whole lip has swollen. It's still itchy, it feels numb and I'm getting really worried. Help anyone? It'd be much appreciated.
