GABA rice is brown rice that has been pre-germinated prior to cooking. The rice must be held at a temperature of around 40C (104 degrees Fahrenheit) for from 2 to 8 hours for pre-germination to occur. It only works with brown rice, which still has the germ.

Claims for GABA (Gamma-aminobutyric acid - a neurotransmitter blocker) range from increased longevity to cures for Parkinson's Disease, sleep and psychiatric disorders and a general feeling of youthfulness. I cannot find these claims supported by research in peer-review scientific journals.

I haven't seen anything that would indicate a negative side to GABA rice, but neither have I seen anything proven positive.
