Subject: rapid heart rate

I have been diagnosed with and acute anxiety disorder. My pulse rate usually run anywhere from 95 to 110 beats per minute. My doctor advised me to get more exercise. The problem is when i get on any exercise machine, Treadmill, stairstepper, my heart rate shoots up to 170 to 190 beats per minute. My target heart rate for my age (35) is 120. Do i need to be concerned about this and should i keep exercising?
