Subject:         eco-friendly yard?

I posted this on the green living board, but thought I'd try here as well - hope this is ok.
I'd like to replace my lawn with a no-maintenance, no-mow ground cover that will grow no higher than about 8" (town ordinance), soft enough to walk on, and MOST importantly not toxic to my dogs or my nieghbor's cats.
Does anyone know what type of ground cover I should look for to plant in NC (think hot, wet, clay soil) in the early fall?
And how do I get rid of the existing grass? Don't want to use toxic herbicides. Don't have a tiller, or access to one. Someone said to use vinegar; will that work? will it damage the soil?
Thanks! I'll never understand why people want to use all their free time, gallons of gas, and tons of water to maintain grass!
