Does that mean that the stalk is dead and I need to cut it down or did it just happen to fall over? Should I prop it up and tie it to a stick?

How do I move/transplant/split this plant? Do I cut off all the stalks, dig up the root and cut it into pieces to replant? I heard that after you cut it you have to let the wound dry for two days. This gives me the impression that I need to cut off all stalks. How small can I cut up the root? Can I cut it into 2 inch segments? How far apart do I plant the root; every 18 inches?
