Do they take into account militant sympathizers who look the other way when IED's are setup? Do they take into account sympathizers who actaully help out with material and moral support? Sounds like they only count the bomb setting, ak toting, rooftop sniping militants. They typically are just the tip of the iceberg of a less extreme, but still dissatisfied faction of the Iraqi public.

Eric Rudolf was a lone terrorist, but there are many fundamentalist christians who think defending babies lives warrants lethal force, but don't have the conviction to do it themselves. We are fortunate that that is the case, but it's a case in point. The people who perform violence are the minority of a group of similar-thinking people who ,for various reasons, do not go to the extreme of performing violence themselves.
