The 1994 congressional elections saw the GOP with 54 seats in the Senate and the Democrats with 46 in Jan. 1995.

The 1996 congressional elections saw the GOP with 55 seats in the Senate and the Democrats with 45 in January 1997, the year the Bryd/Hagel Resolution was passed.

It was not a Democrat controlled Senate. The GOP controlled both houses of Congress 1995 - 2006.

Today the Democrats have a slim majority in both houses.
