1). The Democrats did not have control of either house of Congress 1995-2006. The 2006 congressional elections saw the GOP lose both houses to the Democrats. The GOP controlled the Senate in 1997.
2). Clinton signed the treaty but it was only a gesture of making the US a signatory. He did not present the Treaty for ratification because it takes a 2/3's vote and the Senate had expressed it's opinion clearly.
3).The Byrd/Hagel Resolution was expressed/passed by the Senate 5 months before the Kyote standards/treaty was created. Byrd and Hagel both later said the resolution had been "misrepresented" in the ratification debate/vote that never took place, whatever that means.
