The writer is probably right. Clinton and Gore were in the White House for 8 yrs, and did nothing.
Spineless, whore master politicians really don't want to touch this one, unless they have a clear mandate from the electorate to do so. Half of the American people don't even know what global warming is, and the other half deny that human activity has anything to do with it.
