BUT THE TRUTH: Spin it however you want, a Democratic controlled Senate passed the Byrd-Hagle Resolution 95 to 0 opposing the Kyoto Treaty. The Clinton administration did not even submit it to the Senate for ratification. And when the Democrats control all three branches of government after the next election, it still will not be ratified in its current form. It is very easy to play politics with this issue, but the reality is that neither party is willing to do this because they think it will hurt the economy and they aren't willing to pay the political price.
