If and when we leave, this is probably what will happen, except on a much larger scale. The only thing that will avert these revenge killings is a strong Iraqi police force. I don't think they have one yet. Why they don't, after 4.5 yrs, I don't know. Maybe they just prefer to let us do the policing.
