A special plan could be arranged, for a fixed period of time, say 12-15 years, to allow the parents to immigrate on special visas. A fee would be payable for the family ( but if they are real butts, keep them out). Compassion is always in order. But we should remember one thing very clearly: We are NOT the door mat of scoundrels and villains from the rest of the world. Speaking of that, my comments above apply ONLY to illegals. The USA has maintained over many years a policy for legal immigration, now with quotas for many countries. THat policy should be continued, as we are always looking for talented people who wish to live here with freedom and justice for their families.
