Here's the deal, most people I talk to would take a lower paying job if that job would make them happier. The problem exists because Junior Officers (JOs) like me are micromanaged and are set off to do other things than the mission such as talent shows. The leadership doesn't listen, in fact they would probably throw me in front of a bus if it meant saving their career. This incentive program isn't needed. What is needed is that the Senior Leadership visits the JOs and find out what needs to be changed in order for them to stay. They are out of touch at the Senior levels and they just don't seem to get it cause they use tools like surveys that give them results that they want to see. It's very frustrating when leadership doesn't support you at the Junior level, but you must support the Senior level or risk your career. Well evaluations should be based not from just superiors, but from peers and subordinates as well to create a well rounded leadership style and not one that just says "yes" to everything.
