It sounds like you need to incorporate resistance training and work on your diet. Work to lower your body fat percentage, increase your metabolism, and the man boobs and flabby belly will be gone guaranteed. You don't have to get surgery that is the easy way out. The surgery will be temporary anyway if you don't work on your metabolism and your body composition.
