I guess technically it is one pound after cooking, but really it doesn't matter! That is because you can eat unlimited veggies--more than the one pound if you desire. His guideline is "at least" one pound...so you could have more or go over and that would be fine. If you have a little less, that's fine too, because the goal is to reach at least one pound. But some days you may fall a bit short, and that's OK.
His latest books actually say to have "a large, double-size portion of steamed greens" a day. So that's measured after cooking.
One some nights I just open a large can of organic green beans--presto--that's the one pound. Or I cook a large bag of broccoli--presto--one pound. Both are easy.
You can bake, grill or otherwise cook your veggies sometimes, sure. Steaming is the preferred way to cook the greens because all the nutrients are maintained. Dr. Furhman is not a fan of oils, any oils including the popular olive oil, so avoid cooking the veggies with the aid of oils if you can.
If you need to grill or bake veggies to make them agreeable to you at first, that's another good reason to cook them that way. You can work your way into steamed veggies on most days eventually--that would be a good goal--but you may want to cook them otherwise initially.
