The short answer is that 100% whole grain oats and 100% whole grain barley are probably the grains that would raise blood sugar the least. However, 100% whole grain rice is perfectly fine for preventing and improving diabetes, primarily because it is approximately 80% water when cooked, which allows one to feel satisfied long before ingesting too many calories. White rice will always be broken down to sugars faster than brown rice because of the near absence of fiber in refined rice and reduction in protein from the refining process, which both result in blood sugar going up too fast, putting greater stress on the pancreas, shortening its life, and making it more difficult for one with diabetes to control their blood sugar.
