To answer Donnie's question...

Frank is there to guide Donnie so that Donnie makes decisions/does things that affect the world around him in a particular way. By waking Donnie up and allowing him to live for 28 days in the tangent universe, Frank manipulates Donnie into doing things that will benefit the world. If he did not wake Donnie up, Donnie could not help out the people and sacrifice himself for their benefit.

In the end, all of the characters slightly remember or are somehow touched by what Donnie did in the tangent universe. For example, Frank feeling his eye, child p0rno guy crying because he realizes what sick ba$tard he is, etc. When Gretchen waves to Donnie's mother, it shows that while she does not technically remember Donnie, she is in some way changed/touched by their relationship in the tangent world, so she waves to a complete stranger (who really isn't such a stranger according to the tangent universe).
