Hi, Margaret! There is a recipe for homemade dumpling wrappers in my book "Authentic Chinese Cuisine for the Contemporary Kitchen" (available on amazon.com and .ca). And there are directions for steaming. I personally don't like whole wheat steamed dumplings and, since we only have these occasionally, I use unbleached white flour. But you could use white whole wheat flour (made from a pale-colored wheat) or a gluten-free flour mix of some sort, using perhaps some ultra-fine brown rice flour and millet flour, or something like that. A little xanthan gum and a little bean flour (such as chickpea) in the mix would probably help with elasticity and taste. Maybe I'll give it a try myself! If so, I'll post it.
