Don't be so hard on yourself! You are doing most things right, but have you logged your calories on a website? There is fitday which is free. 5'3'' is how tall I am and I weigh about 150 when I'm really fit and 155 right now, with a fairly low body fat percentage, so I have a hard time believing that you have a belly.
My best advice is to look at the bloating factor of some foods you eat because you may have water weight. Decrease your salt, watch broccoli to see its effect on you. There are a lot of people on the veggie boards that have been vegan for a long time and one of them is a fitness professional.
