Have you tried Rod and Staff? I was in your same situation with my daughter that had a hard time reading and we switched to R&S and she took right off.

Just give her simple amounts at first and slowly increase her daily work. Less is better than none.
She sounds overwhelmed also. Maybe she is a hands on learner also. It may help to have her measure ingredients for Christmas cookies etc. to get her mind off the stress of 'learning' by doing that...
