they are adolescents. that's the sum of it. a kid's ability to think in future terms is about nil; that's why they are so prone to risk-taking. They are doing what kids everywhere do. For them to do anything else is going to require some structure from you. If they could do it on their own, they'd be adults and wouldn't need you to parent them at all.
Sounds like you may still be unschooling them till they're 35 at this rate. Time to make the fun stuff - CDs, texting friends, electronic media time - contingent on getting a certain amount of focused high-school stuff done each day. After all, when they are out in the real working world, they will have to stop texting and surfing long enough to put in their eight hours and earn a living. perhaps it's time they got some practice in delaying gratification. They'll be able to respond to that. They've told you they want to get done high school. Have them choose a time of day, every day, that is just for that. Set goals for how far they, and you, want to get when. then do it. they'll be happy as they see themselves getting closer to their goal, the fun stuff will mean more to them, and they'll be less prone to boredom.
