I'm not a teacher, but the best way I've seen to find out what level someone is at is to test them. A community college will do a placement test when you go to sign up for classes. There's one to see what level of math skills you have, one for reading and writing, probably more. That'd be my suggestion...see if a local community college would be willing to let him do a placement. Then you know what you have to build on.
