No it's a federal program. It is also known as Tefra Medicaid. Do a search for it by typing in Tefra, or Katie Beckett and your state. It will cover all the medical expenses that your regular insurance doesn't, such as medical equipment and speech..etc. If you don't have reg. insurance, it will work just like regular Medicaid and cover everything.
