home visits to your Sunday School student's homes? Visiting would give you an in to speaking with them, but if you do not do this yet, I would star and start with a couple of other students first. Make it a point to go to each one, bring a worker or Dh or some one and get to know the parents of each one a bit.
Using this as a time, try to bring up what you have observed and the change in behavior. Take some sources of information for them, about what you suspect. Look up avenues for public assistance with health insurance through the county or state -- it is hard to take help from those areas sometimes, but for the health and well being of the child it is worth all the effort to get her help. Calling the county should not be an avenue at any cost.
