I'm not sure what sort of bedtime routine you have, but your children are young. If they went to bed at 8, you could get a couple hours of study time after they turn in. You might also consider getting up earlier and letting them sleep a bit. Getting up at 5 or 6 if they get up at 8 would give you 2-3 hours each day. Likewise, you can sneak in half hours during any tv programming they're allowed to watch or if they take any sort of lessons you can read and catch up then.

When my daughter was a toddler, I remember me saying I had to study for a test and her asking if she could take a test too. So I started giving her worksheets to do. That was sort of our first school at home experience.
After the divorce I went back to school. They're older,but I study while we watch tv in the evening, or while they are doing their schoolwork.

Expect to give the instructions, and know that you will be interrupted frequently if you try to study while they are doing their work. I wouldn't be discouraged by it though... it may be very encouraging to them to see that MOM too has schoolwork. That's why I'd try to find a morning or evening routine or the weekends... I did a lot of my schoolwork on weekends.
