Ron, I have news for you: grad school is not a babysitting service. If my students started dragging their kids into class, I'd consider rescheduling classes for evening so that they would have other childcare options. An 11 year old may be capapble of sitting quietly for hours, and not interrupting class, but if I let one woman bring her 11 year old, then the woman with 3 preschoolers wants to bring them, and the one with the ADHD 7 year old wants to bring him...and if I say no to them they can ask, very rightly, why they have to pay for childcare and one particular student does not, because I allow one child in class and not the others. As a matter of policy, I'd say no, just because the other students have the right to an orderly learning environment, but they also have the right to expect that the rules are the same for all students. If kids were left sitting in a library or secretary's office, and got sick or something, the university could be held responsible, and let me assure you no university wants the risks associated with responsibility for an unattended minor. Secretaries have work to do. They are not there to mind children. No, there has to be someone to mind this child; legally, in most states, you cannot leave a child alone all day (and yes, this would count as "alone") until age 12 at the earliest.
