Can she skip a grade? She sounds like a good candidate for an early graduation track, if at all possible, so she doesn't have to grind through too many more years of this stuff.

Does she have a real interest of any sort, that she could take a special course in - even a Teaching Comapny course, or a community college one, or on-line? A special summer program? Could she apply for schalrship to a summer program in a special interest - could be an Outward Bound course, or a music camp like Interlochen, or an overseas program, or a volunteer experience - there are scholarships available for kids for things like that. It would be "extra", or course. but it might keep her from going nuts with boredom and help her focus her interests.For many bright kids, the only salvation is to keep perspective: yes, this is stupid, but you aren't adult yet, and this is a hoop you have to jump through to get there. Life is full of hoops. How can you set yourself up for the most opportunities and the best future possible? Where do you want to go in life? How can you use this time, however nonsensical school routines are, to get yourself there? So get the busy work out of the way, enough to keep the teachers satisfied. SInce they're basically kind of dumb that is not hard. Now - on to furthering your own goals. that takes wsork, because nobody is handing smart kids the path to developing themselves, but the avenues are out there - you just have to do the research. The key is not to get sidetracked by other DUMB stuff - drugs, booze, partying, materialism, popularity, sex. The things that land bright and gifted kids, all too often, in trouble and never using their gifts.
I know how she feels - I was a smart kid that went just about nuts waiting for college when life would begin.
