Diff (or maybe vinegar, I haven't tried that) and "paper tigers" followed by Diff and those razon blade scrapers you can find in wall paper sections of the store work as well as anything, but it is not fun. "Paper tigers" are also sold by the Diff, they are round plastic handles with wheels like cogs under them. They let you poke lots of shallow holes in the wall paper so the Diff can get down to the glue.

The times I've done it were in old houses on real plaster, we ended up having the walls skim coated with plaster before painting them. No matter how hard I tried, I could not get the paper up without gouging into the wall.
