We've used Teaching Textbooks for several years and are about to start their Geometry. Both my kids have some learning issues (not to say that yours do), so the program has moved a bit faster than we're able to keep up with. What I've done is supplement with some of the Keys to Fractions/ Decimals/ Algebra books - yes, we have them all!. I'm planning on doing the same with Geometry.
Even though it means the extra work (for both of you!) to move to a different program, it might be a good thing. It would ensure that he really knows the subject.
I would suggest that you judge a program based on whether it covers the material that you want him to cover in a way that he understands, rather than based on whether or not it starts out where he is now, even though it means playing catch-up.
We've only used TT for upper grades, so I'm not much help with choosing a curriculum, but sometimes if you order direct from the publisher, they may offer a 30 day guarantee. You'd probably know within 30 days if it's a good match. It doesn't hurt to ask :-)
