How to test for dyslexia and what to do about it??

My friend's 10 year old daughter has struggled with reading for years. She might be dyslexic but don't know how to find out for sure. She has tried phonics, reading recovery, reading aloud lots, sight words, etc. Doesn't know what to do next! It just never clicks.
