I think it is a very good program. Once your ds has the facts down continue to have him drill them daily. Even when my ds was in 7th grade I could tell his lack of speed on problems was related to just knowing the facts well. He would do well then slip again...so more drilling to get speed up. Triangle cards work well for a student to self test and move through them quickly before doing their lesson.
I pulled my sons out of public school when they were entering 4th and 2nd grade. After trying several different programs, I found Saxon to cover new lessons and review the best. It was also the easiest for me to plan off of. BJU and RS were not two of them that I tried so I can't comment on them specifically.
My youngest is now at the end of Algebra I. If you can follow the math and think the problems through it is interesting how many problems still do not need the calculator to be completed. Knowing your math tables and common sense on the problems will get your through with a little scratch paper.
Whatever program you go with, I will always stress speed on the math tables and fractions. Every problem will involve them.
