Here is the advice of a certain large auction site. Contact the buyer's local post office, or ask the buyer to do it, and ask to speak with the delivery supervisor (not just any clerk). In large post offices there could be a delivery supervisor for individual routes. Give the supervisor the confirmation number and ask why the buyer did not receive the package that was scanned as delivered. DC helps find the package. The sooner the PO is notified the better the chance of recovery. DC doesn't prove delivery and mis-scans and mis-delivery are common. And FYI, DC is enough to defend against PayPal chargebacks; if you have a scan in the proper zip code, no matter whether or not your buyer claims that they received their item, PayPal will rule in your favor.
