I want to correct the above post - there is an email link to "report fraud" about a certain transaction. File the "item not received" or "non-delivery" but then consider if your item was "bought" by several people you may want to also "report" it as fraud. Perhaps that is clearer - and, contact paypal if you are concerned. Certainly don't take my word as the final word.
