The "non-delivery" is what I filed, but there is also an email link to "report fraud" about a certain transaction. I don't think this is an actual fraud claim, but a way to report what is happening in situations like this one on Vegsource. You are right in that I authorized the transaction, but how would Paypal know that there were multiple people buying the same item if it is only filed as a "non-delivery"? There is a need for an option to report it as fraud. Which I did.
