Some do do this. They are hoping to get a buyer for their books before everyone has already bought their books for the next year or before materials are no longer current. If it really bothers you maybe in the future you could agree to buy when it is ready. Tell them to let you know when the items are ready and then you will send payment at that time. But see then you can do the same thing to them and not pay then they are out a buyer too. I often buy sooner in the season since I want to have all my items ready for when I go to the hotel meetings (A Beka) so I can finish up things there. The closer you buy to April and later this practic is more common then not. Hope this helps.
