If it is a personal transaction and you have a personal account, you are only charged if a credit card is used. But the issue that keeps appearing here is buyer /seller transactions and it is clear from the link to paypal that there is a fee. People keep wanting to confuse the fee issue, but again it is clear if you look at the paypal rules. Also in my post below from paypal.... they didn't differentiate between personal and business accounts because it makes no difference when it is a purchase transaction. For personal tranactions it depends on the kind of money TRANSFER.
