Personal Payment" means amounts sent between two individuals (not to or from a business) without a purchase. Examples of Personal Payments include sending a gift to a friend or paying a friend back for your share of a lunch bill.

Purchase Payment” means a payment received for any of the following:
• A payment for the sale of goods or services;
• etc.....

Receiving Money.
4.1 Receiving Personal Payments. If you are selling goods or services, you may not ask the buyer to send you a Personal Payment for the purchase. If you do so, PayPal may remove your ability to accept Personal Payments.

It doesn't say anywhere that you have to be a business, etc. It clearly states that if you are selling items, then it is a purchase transaction.
Personal transactions clearly exclude purchases. Selling on vegsource or any other homeschool site is no different than selling on ebay, except Vegsource doesn't charge a fee for posting your ads or what you sell. The concept is the same. There is also no mention of whether there is a paypal link or not. Several people have researched this on several occasions and come to the same conclusion. It is clearly in their rules. Also, when there is personal transaction, the buyer has absolutely no recourse, whereas they do if it is a purchase transaction.
What kind of an answer you get on the phone is clearly dependent upon how you ask the question. But their stated rules are very straightforward.
