If it is in fact a use fee to be paid by sellers for the use of the service, but the buyer decides they only want it if they can use Paypal, I don't understand why the seller should have to pay the fee. Especially if they originally state they only accept certain forms of payment and Paypal is not one of them. If I chose not to use Paypal, but a buyer insists, then I feel they should pay the fee since they are asking me to use the service to accept the payment, instead of paying me in the form I request. Just another side and way to look at it.
