is not actually just one more way for the seller to avoid paying the Paypal fee when they accept a Paypal payment from a buyer? I still believe that sellers choosing to even offer the Paypal option must not in any way pass the fee on to the buyer! The "discount" method may somehow obey the letter of the law, but is avoiding the purpose of the fee, as Diana has clarified. It is a "use" fee intended to be charged of sellers.
