It seems to be becoming the norm for sellers to charge an extra fee to buyers for using Paypal (thus shifting payment of the seller's fee for using Paypal to the buyer). This is in clear violation of the Legal Agreement you signed off on when you signed up for Paypal. I copied this straight from the "Legal Agreement" section of the Paypal website:
"4.5 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services, as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions."
I just paid another seller's fee when purchasing an item, because I really wanted to buy the item, but I am constantly letting sellers know that they are violating their Paypal agreement. Though I would not do this, my guess is that if someone reported such a seller, they would lose their Paypal privileges.
When we sell, we have three options when it comes to Paypal:
1. Build the Paypal fees into our prices, charging the same amount whether a buyer is using Paypal or some other form of payment.
2. Pay the fees ourselves.
3. Not offer Paypal as a form of payment.
To do otherwise is at best unethical, and at worst illegal.
