Diana, you can say it is not correct; but that's what happened to me in mid-May. I do more buying through paypal than selling; so it had been awhile since I recv'd money through paypal, and I was not aware of any policy change; so I asked her to send a non-cc payment. I didn't ask her to send a "personal" thing - didn't know there was such a thing. She re-sent it from her checking acct., and there was no fee. The original fee charged when she used her cc was refunded to me when I refunded her original payment. I've been using paypal for a looooong time. I just noticed I've become a premier member for doing a large am't of business through them - mostly buying; not selling ;o)). Michelle
